I have a 99 Tracker that I love to offroad with.

So far, i keep breaking it and then fixing it. That's how I'm learning! :p

It's moslty stock right now except for my Kumo offroad tires. 235/70/15 i think...

My wife has me under a strict allowance for this "toy" so most of my stuff is home made and just for some fun.

Here is what I would nedd some help and advice with. I would like to do a body lift of 2" and a 2" suspention lift. What is the cheapest way to get that done? Can someone...

I personally would avoid the body lift... They tend to cause more problems than they are worth by floors cracking due to lack of support between body mounts...
Go with a decent suspension lift at around 4" and you should be able to run 31" tires...
Now as for a rear locker... I am almost possitive that any locker from a 98 and earlier Sidekick will fit in there without any issues...
Lock-rite... ARB... or whatever you choose from the list of Sidekick/Tracker lockers will fit in a Vitara with no known issues...
Best to call the suplier and they should be able to tell you if it will work or not but I am almost 100% positive these will work.

Cool! thanks for the support guys!

I'll give you a call Shane!

As for the locker, it seems the one I would be looking for (on a budget) is the lock right 1510. What are the couplers? and do I need them? (the locker is sold with or without couplers)

I have a mig welder and lots of tools. I just finished replacing my front crossmember. (video here: http://www.youtube.com/watch?v=jxZbm0afqvs )

I'm a quick learner! :p Just have a tight budget for this hobby. :)

Cheers!

lockright is the only one that will fit your model year. for the suspension lift on a budget you can get some coil spacers for the front that are 1.5inches tall that will give you 2.25 - 2.5 inches of lift up front, for the rear i suggest finding some xl7 springs at a junkyard and adding a 1 - 1.5inch coil spacer to the rear with this. for shocks use early 90's rear cavaliers out back, direct bolt on replacement about 4 inches longer than stock.. for the front you will need a strut spacer or extension. you might hear some ppl saying you can 'flip' the mount for more down travel, not on the 99+. after this you need to get into custom stuff and start spening money... other than cutting or the body lift.. check out zukiworld.com, you will find ppl selling budget lifts for under $200..
