What does Ebay have to do with kijiji.ca? Ebay doesn't even handle money transactions, just the sale. PayPal is the Ebay owned transaction site. And they do have their share of problems, just read http://www.paypalsucks.com to see people who have been screwed. As for kijiji/CraigsList, make all transactions in person, in public with a friend with you, and not at your house.
I like one guys suggestion to do it in front of the Police station. I LOL'd that one for sure!

I had two situations where I had to get money back, one was they shipped but it got turned back at the border, so I decided to get it elsewhere, the second was they never shipped it. I requested to be reimbursed but waited for two credit card payments before trying to get my money back from Paypal. I guess after 45 days they are no longer involved. At that point, I had to contact my credit card company to get the money back

I believe the thinking was that ebay would act as a third party to hold the funds and take care of delivery. This gives the potential schmuck peice of mind. It worked well especially if you are unfamiliar with online transactions.
