Free freon removal?

Does anyone know any shops in town that will remove the freon from your AC for free? I just called canadian tire to confirm they do it and they want $99 which seems outrageous since last time I removed an AC system a shop just emptied the system for me for free.

A pair of side cutters works, that's what most of the scrap metal yards use! Or, if you are gonna' be at the meeting tomorrow and there is a plug nearby I could throw my recovery equipment in the Tahoe. (I'm a commercial refrigeration mechanic) Not free though, cost you a beer!

Wont be at the meeting tonight unfortunately, I was just hoping to have it removed in a more environmentally friendly way than in my drive way. But thats fine I'll just have to tear it out the old way.

2nd Question related. The pulley add on that replaces the AC I ordered hasn't arrived yet, is it ok to cut off just the AC "rad"(dont know the proper name) and cap the ends?

Properly or improperly? If its done right I dont mind driving, although I'd probably put more CO2 in the air driving to have it taken out than if i just like the CFCs go in the air.
