You are better off not having them, if you go wheeling with them you may end up tearing one off the frame which could damage the frame. If you really want sidesteps, get a set of rocker guards. They usually mount to the body. Some companies who make them are A2Z, Savvy, Rokmen.
Reason you can't mount them is because there used to be nutserts that the previous owner removed. They kind of function like wall anchors do.

the stock steps also attach to the body, not to the frame. Edit: I was wrong, the stock steps attach to the frame.

Stock steps on a TJ attach to the frames. The rocker guards are usually bolted to the body.

I forgot about Poison Spyder but they usually involve the body mount which can open a can of worms if the bolts break however if you are thinking about doing a body lift, this is a prime opportunity
