Your rear tires do experience some torque when moving forward, but the front get a LOT of torque when braking since we usually brake harder than we accelerate. And then the front get more wear when turning, so I think seeing more wear on the front is normal.
The best way to get even wear is to use a rotation pattern that will place the tires to every position and stick to it.
