Rust Removal! Hellppp!?

Okay ladies and gents,

So my K2500 just got all new body work done to it, and its looking great. Although I have a couple issues....

- BackRack starting to rust (Mounts are full of rust...)
- Underneath the truck

Now, For the BackRack!
I want to repaint it, but I need to get the pre-existing paint off of it, along with the rust. What should I use for this? Grinder with wire brush?

3M makes a good rust/paint stripper that doesn't scar the metal underneath, they are meant for a drill - they are hard black looking sponge wheels and crappy tire sells em. No clear coat needed either just a good rust primer and rust paint. For underneath IMO just sprayin it with rust paint will only hide the problem for a while and then you'll be back to square one or probably even more rust when it eats through the paint.
I would suggest wire wheelin as much of the loose built up rust as possible and go with good rust converter (like por 15) then paint over that. No matter what - rust sucks but in this part of the world we gotta live with it.:(
