Top edge of Jeep cowl rusted

The top edge of my cowl under the windshield has some pretty good rust along it's edge, so I removed it to see the extent of the damage. It's definetly rusted through at the edge that tucks into the rubber seal below the windshield.
My question is, would it be easier to try and repair the rust damage? or are they cheap enough to buy replacements that it's not worth the effort.
I appreciate any input, and suggestions to an affordable place to buy one would also be welcome.

I would try to repair it, it actually doesn't look too bad. Take what rust off you can and seal the rest with a good rust converter.
