Where to get hinge and lock for swing away carrier

So it looks like I have found a spare, now I need a place to carry it. I figure it shouldn't be to hard to add a swing away carrier to my existing bumper, but would need a hinge and lock to move forward. Is there anywhere to get it locally? I went through the PA catalouge and didn't see much. Any idea's?

I have some locking mechanism for 50.00 . They are lighter than what Warn uses but should still do the trick.

I use a trailer hub assembly also.....holds my 38.
