Taxes to be paid at the border?

I picked up some stuff in Ogdensburg the other day and I ended up paying both GST and PST (It was only on $300 so I just paid it). I thought we only had to pay GST, is there something that I am supposed to say in order for that to happen ie: classic vehicle restoration? If I am wrong please correct me as needed as well.
